Supervisory Economist / Statistician (Economics)

Summary
The Bureau of Labor Statistics measures labor market activity, working conditions, price changes, and productivity in the U.S. economy to support public and private decision making.

This position is for Assistant Regional Commissioner with the Bureau of Labor Statistics, Office of Field Operations, Division of Federal State/Program, Dallas Region. 

This is an interdisciplinary position and may be filled either as a Supervisory Economist or Supervisory Statistician (Economics).

Responsibilities
Duties include, but are not limited to the following:

Manages the Federal State/Program for the region. Plans, directs, monitors, assesses, and adjusts program activities within the Division to ensure timely delivery by assigned States of accurate data, provision of expert technical assistance and training, and insurance of responsible fiduciary practice and management for state cooperative funding agreements. Develops program plans in consultation with the Regional Commissioner and with the broad parameters of nation office strategies and guidelines.

Specifically for the States, provides leadership for the following:
Manages financial aspects of federal/state cooperative agreements evaluating state funding needs in relation to Bureau funding and negotiates appropriate cooperative agreements. Manages cooperative agreement finance in accordance with law, regulation, ethics, and good business practice. Advises the Regional Commissioner, the formal Federal Grant Officer, in all aspects of financial status and approach.
Directs development of work plans to ensure states meet deliverables. Develops regional work plans to ensure the region meets its deliverables, including collection, quality reviews, and validations.
Directs a program of training and technical advice and consultation to the states to ensure State staff are technically proficient in Bureau programs. Identifies training and development needs of state staff working on Bureau programs and ensures that needs are addressed.

Directs staff through subordinate supervisors in making such decisions as granting initial approval of State to expand or reduce sample size or curtail or redirect activities and contract funds for maximum productivity. Initiates local policies, procedures, and priorities for approval by the Regional Commissioner.

Participates in the formulation and management of overall regional policies and long-range plans and objectives for Federal/State Programs.

Maintains professional liaison with key employers, local associations, labor organizations, universities, State and local governments, and Federal agencies. 

Directs and manages work through two or more subordinate supervisors. Plans work to be accomplished by subordinates and makes assignments based on capability and expertise. Evaluates the subordinate supervisors’ performance and serves as a reviewing official on evaluations of nonsupervisory employees rated by subordinate supervisors. 

Interviews candidates for positions; makes or approves selections for subordinate non-supervisory positions and recommends selections for subordinate supervisory positions. Hears or resolves group grievances or serious complaints from employees; and reviews or approves serious disciplinary actions involving nonsupervisory subordinates. Determines whether contractor performed work meets standards of adequacy necessary for authorization of payment. Responsible for ensuring all personnel management actions are in accordance with merit principles and Equal Employment Opportunity (EEO) program guidance.

Qualifications
Applicants must meet the Basic Requirement AND Minimum qualifications for each grade they wish to be considered for.

Basic Requirements:

Economist, GS-0110: A) Degree in economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting or calculus. 

OR 

B) A combination of education and experience - courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.

Statistician (Economics), GS-1530: A) Degree that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing. 

OR

B) A combination of education and experience - courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

In addition to meeting the Basic Requirement above, applicants must also meet the minimum qualifications to be considered

In addition to the above basic requirements, applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13, in the Federal Service. This one year of experience must be in or related to the field of economics or statistics and must have equipped the candidate with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. This experience must demonstrate a thorough understanding of economic principles and theories and a wide knowledge of current economic factors and their implications.

Specialized Experience: Examples of qualifying experience include: (1) the organization, direction and coordination of complicated and important economic and statistical programs, AND (2) the evaluation of adherence to contracting, grant and budget policies and procedures; AND (3) the development of new methods of economics analysis, or new economic knowledge of value to Government officials responsible for important decisions on economic programs or services.
