Hazardous Waste Permit Writer (A2)

The Idaho Department of Environmental Quality (DEQ) is hiring a hazardous waste permit writer for our Waste Management and Remediation Division. This position will process permit modification requests and renewals and manage projects at various hazardous waste sites.  

This position is established at the Analyst 3 level and may be under filled at the Analyst 2 level. Upon successful completion of a training plan and when minimum qualifications for the Analyst 3 level are met, the incumbent will be reclassified to an Analyst 3 and compensated accordingly. 


Salary
$22.36 - $26.50 Hourly
$46,508.80 - $55,120.00 Annually

Example of Duties:

  • Prepare specialized permits, permit modifications, and closure and corrective action documents.
  • Perform project lead and facility point of contact duties.
  • Conduct regulatory inspections, compliance negotiations, and enforcement and policy communication.
  • Complete regulatory analyses and interpret chemical, physical or biological data.

Minimum Qualifications:

Possession of a Bachelor's degree in a physical or biological science, political science, business or public administration, a related natural resource management field, engineering, OR, any combination of education and/or experience equivalent to a typical four (4) year Bachelor's degree. For example: Successful completion of sixty (60) semester hours of study, including twenty-four (24) credited hours in a subject required for the particular degree, is equivalent to two (2) years of undergraduate education; and/or work experience performing routine activities in sampling, monitoring, surveillance, field inspection, compliance and enforcement activities for at least two (2) years can substitute for one (1) year of college.

AND

A minimum of two (2) years experience performing routine duties in completing multiple tasks such as policy research, data collection, interpretation, analysis, and preparation of reports and written documents. OR Possession of a Master's degree in any of the above fields.

Specialty Minimum Qualifications (required for this position):

DEQ 3119 Remediation: Experience demonstrating some knowledge of remediation that has been gained through successful completion of twelve (12 ) semester hours in Hydrology, Geology, Geophysics, Biology, Environmental Science, Chemistry, Soil Science, Chemical, Civil or Environmental Engineering, or a closely related field; 
AND at least six (6) months work experience performing investigating, monitoring and remediating past contamination, evaluating fate and transport of contaminants, applying short-term and long-term control and clean up technologies, or interpretation and application of federal and/or state environmental rules and regulations; 

OR At least one and a half (1.5) years of experience performing routine duties such as preparation of field planning documents, map making and spatial analysis, working with Geographic Information Systems, desktop research, data entry and management, interpretation and analysis of field observations and data, preparation of reports and written documents, tracking of project schedules and fiscal control activities, understanding of project scope based on allotted schedule and budget, creating and managing project files and records, webpage maintenance and updates, or demonstrated experience of learning on the job skills related to the following remediation activities: investigating, monitoring and remediating past contamination, evaluating fate and transport of contaminants, applying short-term and long-term control and clean up technologies, or interpretation and application of federal and/or state environmental rules and regulations. (Analyst 2 only). Education/Experience Equivalency: Successful completion of sixty (60) semester hours of study, including twenty-four (24) credited hours in a subject required for the particular degree, is equivalent to two (2) years of undergraduate education; AND/OR Each two (2) years of qualifying work experience as described on the announcement may be equivalent to one (1) year of undergraduate education.

DEQ 5643 Hazardous Waste: Experience analyzing various provisions of the Resource Conservation Recovery Act (RCRA) hazardous waste management requirements that has been gained through successful completion of twelve (12 ) semester hours in Hydrology, Geology, Geophysics, Biology, Environmental Science, Chemistry, Soil Science, Chemical, Civil or Environmental Engineering, or a closely related field, including at least one (1) college level course in federal environmental rules which included study of RCRA hazardous waste; 

OR At least six (6) months experience involving interpretation and application of RCRA hazardous waste. Education/Experience Equivalency: Successful completion of sixty (60) semester hours of study, including twenty-four (24) credited hours in a subject required for the particular degree, is equivalent to two (2) years of undergraduate education; AND/OR Each two (2) years of qualifying work experience as described on the announcement may be equivalent to one (1) year of undergraduate education. Note: Course work requirements are based on curriculum from an accredited college or university.

Physical requirements:

  • Ability to sit and work on a computer for 2-4 hours at a time
  • Ability to reach and bend for filing purposes
  • Some periods of heavy reading and typing required
  • Ability to lift 30 pounds when working with file boxes
  • Some travel may be required
  • Must have a valid driver's license
  • Ability to climb ladders, staircases, work on uneven terrain
  • Ability to lift and carry up to 30 pounds over rough terrain
  • Ability to work in adverse or inclement weather
  • Ability to work in extreme hot or cold temperatures both outside and inside
  • Must be able to wear a respirator
  • Ability to work on elevated instrument platforms, ladders, etc.
  • Field sites may involve working near and with drilling rigs, backhoes, trucks and other large equipment in rough terrain
  • May work in vicinity of loud noise
  • May be required to travel and stay overnight in remote areas
  • May come into contact with hazardous waste/materials
  • Eyesight needs to be 20/20 (as corrected) to observe field compliance
  • Respirator required at some locations: respirator fit test required.
