DESCRIPTION OF WORK:
Salary Grade: GN09
Recruitment Range: $36,677- $50,689

The Division of Human Resources (DHR) at the Department of Environmental Quality (DEQ) is recruiting for an energetic and professional Human Resource Representative to join their team. The primary purposes of the DHR is to provide Human Resources services in the administration of the Office of State Human Resources and the DEQ Human Resources policies (including but not limited to benefit, salary administration, EEO, employee relations, classification, staff development & training, recruitment, administration of employee records in the Integrated Human Resource and Payroll System; administration, position management and other related personnel programs) in order to meet the needs and initiatives of management and employees. 
 
This position is assigned to the Human Resources Team that provides service to both the Division of Water Resources which ensures safe drinking water through enforcement of federal and state pollution control laws, policies, and statues; and the Division of Water Infrastructure which provides financial assistance for sewer collection, water treatment, drinking water distribution systems, water treatment plants, storm-water management, and stream restoration projects.
 
Position Information:
This position is physically located in the Archdale Building at 512 N. Salisbury Street, Raleigh, NC. The primary responsibilities include but are not limited to:
 
  • Providing consultation on Human Resources policies and procedures to employees and management. 
  • Processing of position and employee actions in the Human Resources Information System (HRIS).
  • Performing functions of the recruitment process, and utilization of Applicant Tracking System (ATS).
  • Providing technical assistance related to IHRPS, ATS and performance management system.
  • Involvement in the on-boarding process and annual benefit open enrollment.

KNOWLEDGE, SKILLS AND ABILITIES / COMPETENCIES:

Qualified applicants must possess, and the application must clearly reflect, the minimum education and experience requirements and work experience that demonstrates the following Knowledge, Skills, and Abilities:

  1. Proven high-level of accuracy and attention to detail with the ability to process high volumes of information and documentation.
  2. Working knowledge of and experience with HR Systems including Applicant Tracking System (ATS) and Human Resource Information System (HRIS).
  3. Working knowledge of State and Federal employment laws to effectively use sound judgment in applying and communicating policies, procedures, and training principles.
  4. Demonstrated experience with recruitment and salary administration policies, practices and processes.
  5. Demonstrated experience in administering benefits and leave programs.
  6. Demonstrated consultative experience when working with employees and management with regards to the various Human Resource programs.
  7. Proficient in the use of MS Office Suite - Word, Excel, and Outlook.
Interviewed candidates may be required to complete a skills assessment.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:
Associate’s degree, typically in Human Resources or relevant field from an appropriately accredited institution and 2 years of experience required; or 3 years of progressive experience in Human Resources; or equivalent combination or education and experience.
