Duties: Under the close supervision of a senior water resource control engineer and consistent with good customer service practices and the goals of the State and Regional Board’s Strategic Plan, the incumbent is expected to be courteous and provide timely responses to internal/external customers, follow through on commitments, and to solicit and consider internal/external customer input when completing work assignments. Specific responsibilities include:
- Conducts inspections of public water systems. On-site inspection activities include physically inspecting and evaluating water sources, treatment plants, storage, and distribution facilities. These activities will include field investigations involving the incumbent to navigate uneven, rugged terrain for extended periods of time during a working day. Other surveillance activities involved in the inspection of water systems includes water quality sampling and analysis; review of system operational records, procedures, and all required administrative programs; data gathering necessary to maintain and update system inventory and inspection information; preparation of reports and letters documenting inspections and required corrective actions; and the review and evaluation of water quality data. Communicates findings with the supervisor and water system personnel.
- Maintains knowledge of current and applicable State and Federal laws and regulations. Tracks and reviews water quality monitoring and water system reporting for compliance. Conducts enforcement activities to bring public water systems into compliance with applicable State laws and regulations. Drafts enforcement letters, citations, and compliance orders for the Senior Water Resource Control Engineer’s review and signature. Tracks compliance dates and takes necessary follow-up action to ensure public water systems comply with enforcement action directives. Reviews monthly water quality and treatment reports. Reviews and evaluates laboratory data. Maintains and updates computer databases and maps as needed. Make changes and updates as needed to the USEPA’s Safe Drinking Water Information System(SDWIS) database and maintains files in approved filing management systems.
- Prepares or reviews reports and recommendations on permit requests for construction or modification of public water system sources, treatment plants, distribution and collection systems, and other related construction activities. Makes and checks engineering calculations, design drawings, and other engineering documents to ensure that water purveyors comply with good engineering practices and legal requirements. Conducts on-site field inspections of water system facilities as part of construction projects, permit application processing, and other inspections as necessary in support of state-funded projects. Reviews engineering plans and specifications for proposed water system improvements, proposed State-funded projects, and proposed projects for recycled water projects to determine compliance with health and engineering standards and regulations. Reviews projects for compliance with the California Environmental Quality Act (CEQA).
- Provides sanitary engineering assistance to public water systems, local environmental health departments, and other agencies on water quality issues, operational problems, and water treatment facilities. Attends public meetings related to specific projects or issues for small water systems and disadvantaged communities. Consults with and advises a variety of health and other public officials, engineers, attorneys, water consumer groups, environmental justice groups, and others on public health aspects of water supply quality control programs. Assists in making presentations to interested groups on a variety of health-related water supply matters and attend job-related training. Provides assistance for research projects, policy development, and studies.
- Assists in the Monterey District’s response to emergencies affecting public water systems.
- Performs other duties as required.
