Social Scientist GS-11/12

The Food and Drug Administration’s (FDA) Center for Tobacco Products (CTP) regulates the manufacturing, marketing, and distribution of tobacco products. Our goal is to reduce the harm from all regulated tobacco products across the entire population, including: reducing the number of people who start to use tobacco products, encouraging more people to stop using these products, and reducing the adverse health impact for those who continue to use these products. CTP's actions have significant public health and consumer protection impact and are among the most important issues faced by the Agency in its long and distinguished history.  
This position is located in the Department of Health and Human Services (DHHS), Food and Drug Administration (FDA), Office of Medical Products and Tobacco, Center for Tobacco Products (CTP), Office of Science (OS), located in Beltsville, Maryland.
 
Responsibilities/Job Duties:
  • Participates in the review and analysis of labeling and advertising related to tobacco products and applies opinion to evaluate the potential impact of labeling and advertising on tobacco products.
  • Reviews assigned aspects of research protocols and analyses submitted to the Food and Drug Administration by external individuals and organizations in support of a product application, such as tobacco product manufacturers.
  • Participates in all aspects of project planning and implementation from clearance to closeout, including budget, timelines, and deliverables.
  • Prepares written reports and briefing memos and participates in presentations on research results internally to supervisors and peers and externally to professional societies and industry meetings.
  • Develops literature reviews and synthesizes and interprets relevant literature to provide an review of current research and trends in social science.

Qualifications:
The position of Social Scientist falls under the 0101 occupational series. To qualify for this position at grade GS-11/12, you must meet the following:

Basic Requirements
Degree: behavioral or social science; or related disciplines appropriate to the position.

OR

Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

OR

Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

NOTE: Applicants must submit all relevant transcripts that demonstrate you possess the required education to meet the Basic Qualifications.

Minimum Qualifications
Specialized Experience. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.

GS-11
You must possess 1 year of specialized experience equivalent to the GS-9 grade level in the Federal service or public, which includes assisting in the assisting in collecting data using behavioral and social science perspective to assist in evaluating labeling, advertising and marketing of tobacco and/or other regulated products affecting public health.
OR
I have 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.

OR

I have a combination of specialized experience as described in above and higher graduate level education as described above that, when combined, equal 100% of the total requirement.

GS-12
You must possess 1 year of specialized experience equivalent to the GS-11 grade level in the Federal service and public, which includes participating in collecting and analyzing data to assist in the design and development of research protocols using behavioral and social science perspective related to the labeling, advertising and marketing of tobacco products and/or other regulated products.
