Duties


Organizational Location: These positions are located in the Department of Homeland Security, Immigration and Customs Enforcement, Homeland Security Investigations within various offices throughout the country.

These are non-bargaining unit positions.

Salary: The salary range indicated in this announcement will be adjusted to include locality payment for selected duty location. General Schedule locality pay tables may be found under Salaries & Wages.

Responsibilities

  • As a Criminal Investigator, at the full performance level, you will perform the following duties:
  • Conduct and coordinate high-level comprehensive investigations involving individuals, groups, or large organizations operating at a local, national, or international level.
  • Use electronic surveillance, interviews, polygraph examination, and physical surveillance to obtain evidence in investigative cases.
  • Make arrests, confront multiple suspects, secure scenes sometimes under potentially dangerous and hazardous environments.
  • Take part in securing signed statements, affidavits, and documentary evidence for inclusion in reports or case records.
  • Prepare sworn testimony on behalf of the government in criminal and federal grand jury cases.

Qualifications

The Office of Personnel Management (OPM) has approved an exception to 5 CFR 332.407, Restriction of consideration to one sex, for this announcement in an effort to successfully recruit females to help execute the agency's mission and conduct gender-based functions such as performing body searches of adult and minor female suspects; assisting in the transport and escort of female suspects; conducting undercover operations; and assisting with women and children victims.

You qualify for the GL-7 grade level if you possess one of the following:
  • Experience: One (1) year of specialized experience at the GS-5 grade level or equivalent performing duties such as:
  • Researching regulations and other pertinent directives, and analyze data, issues, and information that support project recommendations or work assignments and training in criminal or civil investigative principles and techniques
  • Interpreting and applying pertinent regulations and manuals governing written communication in order to prepare written materials which communicate the intended information
  • Presenting facts, issues, and positions that convey the intended information with the appropriate diplomacy and emphasis
  • Assisting in physical search of suspects, vehicles and immediate surroundings for weapons, dangerous drugs, and other contraband and evidence
  • Conducting investigations or administrative reviews associated with trade, travel, finance and immigration, cyber systems and networks
OR
  • Education: A bachelor's degree with Superior Academic Achievement or 1 academic year of graduate education. To qualify under Superior Academic Achievement, you must have completed the requirements for a bachelor's degree with a grade point average of 3.0 or higher on a 4.0 scale, class standing in the upper third of a graduating class or major subdivision, or membership in a national scholastic honor society.
OR
  • Combination of Education and Experience: A combination of successfully completed post-high school education and experience. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application.

You qualify for the GL-9 grade level if you possess one of the following:
  • Experience: One (1) year of specialized experience at the GS-7 grade level or equivalent performing duties such as:
  • Conducting search and seizures and apprehending and detaining suspects
  • Communicating effectively in writing in order to prepare investigative chronology, affidavits, criminal complaints, operational plans, and other law enforcement documents
  • Participating in various phases of investigations and understanding of progressively more complex interrogation and debriefing techniques
  • Applying complex investigative methods in order to recognize, collect, and present evidence that reconstructs events, sequences, linkages and time elements, relationships, responsibilities, legal liabilities, and conflicts of interest, in a manner that meets requirements for criminal and/or civil prosecutions
  • Utilizing surveillance techniques and procedures regarding the enforcement of laws and related statutes used in identifying, locating, investigating and arresting individuals
OR
  • Education: A master's (or equivalent graduate degree such as a L.L.B/J.D.) or 2 academic years of progressively higher level graduate education leading to such a degree.

  • Combination of Education and Experience: A combination of successfully completed post-high school education and experience. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application.

HSI Special Agent Basic Training: A mandatory component of continued employment is the successful completion of Basic Training, which consists of the Federal Law Enforcement Training Center (FLETC) Criminal Investigator Training Program (CITP) and the HSI Special Agent Training Program (HSISAT). The training is approximately 22 weeks in total. You may be temporarily reassigned to a non-law enforcement position if you fail to complete basic training.

  • Physical Fitness Testing (PFT): A pre-employment Physical Fitness Test (PFT-P) will be administered. A passing score is required. If you have failed a PFT-P, you are not eligible for consideration for 12 months from the closing date of the announcement in which you applied that required the PFT-P. Additionally, PFTs will also be administered at FLETC during the HSI Special Agent Basic Training. Every trainee must PASS the PFT a minimum of two times throughout the duration of training.

  • Current Federal Employees: Current federal employees who apply to this announcement may be required to accept a change to lower grade which will reduce their current salary based on Federal pay regulations. Pay retention and automatic re-promotion will not apply. Phase I - Assessment: An invitation to complete an online assessment will be extended to those who meet the eligibility and qualification requirements from the Best Qualified category.
