Management Analyst 4 - Title VI and Equity Analyst 

Washington State Department of Transportation (WSDOT) is the steward of an integrated, multimodal transportation system that helps to ensure people and goods move safely and efficiently throughout the state. In addition to building, maintaining, and operating the state highway system, WSDOT operates the largest ferry system in the nation, manages the world's longest floating bridge, and recently completed the world's widest tunneling project. 

The Opportunity
WSDOT is currently seeking to fill an analyst role with an individual specialized in statutory, regulatory, and policy requirements related to Title VI. This position is the subject matter expert and has the agency-wide responsibility for the administration, direction, and oversight of WSDOT’s statewide Title VI Program. The Title VI Program ensures all agency programs, activities, and services are equitable and implemented in a non-discriminatory fashion. This position is also responsible for ensuring the agency’s activities, programs, and services do not have a disproportionate or disparate impact on individuals protected by the Civil Rights Act of 1964.
What to Expect
Among the varied range of responsibilities held within this role, this position will:
·      Implement legislative directives, and create policies and procedures, and implement best practices within the agency.
·      Develop long-range strategic plans, goals, and objectives related to Title VI.
·      Investigate and recommend resolutions to customer complaints.
·      Utilize data sources to determine if agency policies or actions are leading to a disparate or disproportionate impact on protected populations.
·      Create data visualizations or forecasting trends to highlight issues related to equity, environmental, civil rights, and social justice.
·      Research case law and best practices nationwide to ensure WSDOT is incompliance with legal obligations.

Qualifications
To be considered for this opportunity, the following are required:
·      Bachelor’s degree.
·      Three years’ experience in Civil Rights or closely related field.
·      Expert data analysis and analytical skills.
·      Expert written and verbal communication skills.
 
It is preferred that qualified candidates also have:
·      Juris Doctorate with professional Title VI, Limited English Proficiency, and/or Environmental Justice Programs experience.
