Summary


Organizational Location: This position is located in the Department of Homeland Security, Immigration and Customs Enforcement, Columbus, OH.

This is a non-bargaining unit position.




Responsibilities/Duties


As a Technical Enforcement Officer, you will perform the following duties:

  • Participate directly with criminal investigators and other law enforcement officers in active criminal investigations and applies advanced investigative techniques to gather evidence and intelligence;
  • Testify in court on surveillance and evidence collection operations and as an expert witness on electronic surveillance matters;
  • Provide extensive expertise in the planning and execution of the electronic surveillance phase of major investigative and enforcement operations;
  • Makes covert court ordered entry onto/into the property (residence, business, vehicle etc.) of targets of criminal investigations to apply investigative electronic surveillance techniques and equipment to collect evidence;
  • Serve as a technical authority and provides training and guidance to journey level Technical Enforcement Officers, special agents and other Law enforcement Officers engaged in electronic surveillance and investigative work.

Qualifications


You qualify for the GS-09 grade level if you possess one of the following:

Experience: One (1) year of specialized experience at the GS-07 grade level performing duties such as:

  • Demonstrating knowledge of current theories, principles, practices, techniques, use and operation of modern electronic surveillance equipment utilized by law enforcement.
  • Demonstrating experience in gathering evidence of criminal activity through the application of covert investigative surveillance techniques.
  • Demonstrating working knowledge of the laws and regulations that govern electronic surveillance and evidence gathering.
OR
  • Education: A master's (or equivalent graduate degree such as a L.L.B/J.D.) or 2 academic years of progressively higher level graduate education leading to such a degree.

OR

  • Combination of Education and Experience: A combination of successfully completed post-high school education and experience. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application.
  • You qualify for the GS-11 grade level if you possess one of the following:
  • Experience: One (1) year of specialized experience at the GS-09 grade level performing duties such as:
  • Demonstrating proficient knowledge of current theories, principles, practices, techniques, use and operation of modern electronic surveillance equipment utilized by law enforcement.
  • Demonstrating good working experience in gathering evidence of criminal activity through the application of covert investigative surveillance techniques.
  • Demonstrating good working knowledge of the laws and regulations that govern electronic surveillance and evidence gathering.
  • OR
  • Education: A Ph.D. or equivalent doctoral degree such as LL.M or 3 full years of progressively higher level graduate education leading to such a degree.
  • OR
  • Combination of Education and Experience: A combination of successfully completed post-high school education and experience. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application.

  • Physical or Medical: You must be physically, emotionally, and mentally able to perform the job duties and must pass a pre-employment medical examination (which includes vision, hearing, cardiovascular, and mobility of extremities screening) given by an authorized government physician. A direct relationship exists between the physical and medical requirements and the strenuous and hazardous nature of the duties of this weapon-carrying position. Any chronic disease or condition that would impair full performance of the job duties is disqualifying. Also, any condition that would hinder full, efficient performance of the duties or that would cause you to be a hazard to yourself or to others is disqualifying.
  • Fitness Program: This job is covered by the agency Mandatory Fitness Program for law enforcement positions. You will be required to undergo regular physical examinations. You may, in the future, be required to maintain a level of physical fitness in accordance with the standards and policies of the agency; failure to maintain such a level of fitness may lead to removal from the position or other actions as may be specified in the Program.
  • Training: You will be required to attend paid training at the Federal Law Enforcement Training Center in Glynco, GA. This technical training must be successfully completed according to the standards of this agency. Failure to do so will be grounds for mandatory removal from the position. Such failure will result in either reassignment to a different position, demotion, or separation by appropriate procedures. (If you have previous Federal law enforcement experience, you may only be required to attend the agency-specific session.)
  • Age Restrictions: You can be appointed into this position as long as you have not reached your 37th birthday. Department of Homeland Security has established an Interim Policy for Appointment of Law Enforcement Officers, Firefighters, and Customs and Border Protection Officers. The age restriction as articulated above shall NOT apply to veteran's preference eligible as defined in Title 5, U.S.C., Section 2108, item (3). Applicants meeting this definition of "preference eligible" shall be considered for this position regardless of age.
  • Law Enforcement Retirement: This position meets the eligibility criteria for law enforcement retirement under both the Civil Service Retirement System (CSRS) and the Federal Employees Retirement System (FERS). Employees covered by either retirement system who reach age 50 or over with at least twenty years of service as a law enforcement officer are qualified for law enforcement retirement. In addition, employees covered by FERS (all new hires to the Federal government) of any age with at least 25 years of service as a law enforcement officer are qualified for law enforcement retirement. Finally, employees who reach age 57 with at least twenty years of service as a law enforcement officer are subject to mandatory retirement.

Firearms Requirement: You will be required to carry a firearm while performing duties of this position. Maintaining firearm proficiency is also mandatory. Work Conditions: You may need to stand for prolonged periods on concrete floors and walk over rough and uneven terrain. You may need to bend, stoop, walk, stand, and climb, and work in cramped positions. Much of the work environment involves high risk with exposure to potentially dangerous situations or unusual environment stress that requires a range of safety and other precautions.

Administratively Uncontrollable Overtime (AUO): You will be required to work on an unscheduled basis in excess of the 40-hour work week. You must be readily accessible to perform this unscheduled work. To ensure your availability, you will receive extra compensation in the form of Administratively Uncontrollable Overtime.
