The Center for Tobacco Products (CTP) of the Food and Drug Administration (FDA) is responsible for implementing the Family Smoking Prevention and Tobacco Control Act. This law gives FDA authority over tobacco products by adding a new chapter to the Food, Drug and Cosmetic Act. The Tobacco Control Act gives FDA the authority to regulate tobacco products and manufacturers based on the best available science and CTP is responsible for both assessing and fostering that science-base. CTP's actions have significant public health and consumer protection impact, and are among the most important issues faced by the Agency in its long and distinguished history
 
This Direct-Hire position is in the Food and Drug Administration (FDA), Center for Tobacco Products (CTP), Office of Compliance and Enforcement, Silver Spring, Maryland.

The Food and Drug Administration’s (FDA) Center for Tobacco Products (CTP) regulates the manufacturing, marketing, and distribution of tobacco products. Our goal is to reduce the harm from all regulated tobacco products across the entire population, including: reducing the number of people who start to use tobacco products, encouraging more people to stop using these products, and reducing the adverse health impact for those who continue to use these products. CTP's actions have significant public health and consumer protection impact and are among the most important issues faced by the Agency in its long and distinguished history. 

Responsibilities/Job Duties
  • Carries out the programmatic operations and responsibilities of the position in support of the enforcement of the Family Smoking Prevention and Tobacco Control Act.
  • Review and evaluate tobacco-related evidence to determine if regulatory compliance requirements are met.
  • Assist in developing and coordinating the Centers position in response to request for guidance and interpretation of the Family Smoking Prevention and Tobacco Control Act.
  • Provide guidance and consultation regarding inspection and investigations involving complaints or violations.

BASIC QUALIFICATIONS:
In order be eligible for the position of Consumer Safety Officer, (GS-0696-11/12), you must meet the following requirements...

BASIC REQUIREMENT: Applicants must meet one of the following requirements, and must provide transcript(s) at the time of application submission.

A. Have a bachelor's or graduate/higher level degree in quality assurance or a related degree that included at least 30 semester hours in one or a combination of the following: consumer laws, biological sciences, food science, chemistry, pharmacy, physical sciences, food technology, nutrition, medical science, engineering, epidemiology, veterinary medical science, legal investigations, law enforcement, or related scientific fields that provided knowledge directly related to consumer safety officer work.

B. The 30 semester hours may include up to 8 semester hours in statistics, or course work that included the principles, theory, or practical application of computers or computer programming.

-OR-

A combination of education and experience--courses consisting of at least 30 semester hours in the fields of study described in paragraph A above, plus appropriate experience or additional education

AND

Minimum Qualifications:
Experience
To meet specialized experience requirements, the applicant's work experience must have demonstrated the knowledge, skills, abilities, and competencies necessary to perform at the grade level of the position. Qualifying experience involves enforcing laws and regulations to protect consumers from foods, drugs, cosmetics, fabrics, toys, equipment, and household products that are defective, dangerous, impure, unwholesome, ineffective, or improperly or deceptively labeled or packaged.

For the GS-11: You must possess one-year of specialized experience equivalent to the GS-9 in the Federal service or public and private sectors performing the following: Conducting investigations and inspections on regulated products, and preparing reports on scientific studies and findings, and preparing replies to correspondence from the regulated community on issues that affect one or more portions of the regulated industry.

Have 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. (Transcripts required)
-OR-
Have a combination of the required experience and education for this grade level.

For the GS-12: You must possess one- year of specialized experience equivalent to the GS-11 in the Federal service or public and private sectors performing the following: Conducting investigations and inspections on regulated products, and preparing reports on scientific studies and findings, and preparing replies to correspondence from the regulated community on issues that affect one or more portions of the regulated industry, providing guidance and consultation regarding inspection and investigation methods and procedures, and providing recommendations based on analysis of an investigation.
