Manager, Pipeline Programs

REPORTS TO: Director, Recruitment, Cultivation & Diversity Programs
ACADEMIC/NON-ACADEMIC: NON-ACADEMIC
DEPARTMENT OVERVIEW:
The Recruitment, Cultivation & Diversity (RCD) Programs team within the Office of Human Capital (OHC) is committed to recruiting, hiring, developing, and retaining a racially, ethnically, culturally, and linguistically diverse group of highly effective and culturally proficient teachers and principals every year. We focus our efforts around three key levers for human capital reform: 1) Cultivate and recruit, 2) Hire early, and 3) Develop and retain. These levers remain at the center of our strategy for accelerating student learning. 
RCD combines talent recruitment, pipeline development, and diversity programs to better support candidates and employees from recruitment throughout their careers in response to the district’s workforce diversity needs. 
The RCD team has aligned its goals to support the district’s investment in human capital by developing programs and initiatives that enable the district to recruit, retain and promote a workforce reflective of the racial, cultural and linguistic diversity of Boston Public School students. The RCD team has developed and launched a portfolio of pipeline development programs intended to cultivate our own high school students, our paraprofessionals/substitutes, and community members in the City of Boston. Our goal is to grow our own highly qualified educators who reflect the racial, cultural, and linguistic diversity of the students we serve. We are guided by the following core values:

POSITION OVERVIEW:
The Manager of Pipeline Programs resides in the Recruitment, Cultivation & Diversity Programs unit within the Office of Human Capital (OHC) in Boston Public Schools, reporting to the Director of Recruitment, Cultivation & Diversity (RCD) Programs. The Manager of Pipeline Programs will be the administrator of various educator pipeline development programs and initiatives. S/he will be responsible for managing the recruitment, selection, and retention of exemplary candidates and instructors as well as managing the Coordinator of Pipeline Programs and/or other assigned staff.  
RESPONSIBILITIES:
Strategic Planning and Partnerships
  • Lead the design, launch and implementation of the BPS Teacher Cadet Program, a more comprehensive high school to teacher pipeline development initiative serving BPS students both in schools and district wide.   
  • Responsible for identifying and implementing strategic improvements for existing and new programs, including working closely with BPS staff and external partners.
  • Responsible for developing and managing program advisory boards for pipeline programs as well as facilitating meetings
  • Identify possible avenues for expansion and improvement of current programs including use of partners to provide support; be able to project associated costs of expansion initiatives
  • Create and leverage a hub of resources to support current and pipeline programs graduates through all pipeline programs leading to licensure and BPS teacher tenure.
  • Perform other duties as assigned
Program Management
  • Develop a transparent design strategy to support RCD Pipeline Programs: 
  • Perform short-term qualitative and quantitative data analyses to learn as quickly and precisely as possible outputs and overall effectiveness of the Pipeline Programs 
  • Design and administer formative, qualitative assessments to understand and measure the needs, preferences, and constraints of current and pipeline programs graduates 
  • Manage the licensure and placement of current and past pipeline program graduates
  • Use interactive work plans manage project planning and implementation for all program initiatives 
Operations and Logistics 
  • Manage the planning and execution of the selection and enrollment of the pipeline programs
  • Lead and support program staff meetings and follow-up with appropriate communication 
  • Ensure quality of programming through observation and providing timely feedback; requires some weekend and evening hours 
  • Oversee the recruitment, selection, hiring, on-boarding, supervision, and evaluation of pipeline program staff 
  • Manage stipends and contractual payments for staff and partners
Data Management
  • Collaborate with OHC Data and Analytics team to create and manage a Pipeline Program Dashboard to track trends in real time
  • Maintain and update accurate records of all pipeline participants, alumni, instructors, and Mentor attendance and completion of program requirements
  • Report participant recruitment, selection, enrollment and graduation data on a regular basis
  • Develop and track metrics to evaluate pipeline programs by managing spreadsheets reporting on performance.
Communications
  • Lead marketing and communication efforts for pipeline programs including identifying and managing various media outlets to ensure timeliness of outreach; ensure high level of professionalism & BPS branding in all external communications
  • Be a resource to future educators/community members seeking information regarding becoming a BPS educator and seeking access to diversity programs and services
  • Cultivate relationships with BPS school staff and district offices, media outlets, and community organizations to increase awareness of the programs and their offerings
  • Manage the program based email accounts to communicate with candidates, departments, community stakeholders and district staff (among others) 
QUALIFICATIONS - REQUIRED:
  • Bachelor's degree in a related field: Elementary, Secondary Education, Social Work
  • 2-5 years of related work experience
  • Expertise with Google Suite (Gmail, Sheets, Slides, Documents, Drive) and data management systems
  • Experience in planning, leading and facilitating small and large scale events with high attention to detail
  • Strong written and oral communication skills
  • Accustomed to and highly capable of working simultaneously on multiple tasks and projects while prioritizing daily activities
  • Enthusiasm for working in the fast-paced environment and possesses flexibility in performing multiple duties that apply to the success of the various grant initiatives
  • Current authorization to work in the United States
  • An understanding of and commitment to gain a greater understanding of what is necessary for an urban school system to enjoy the continuous improvement in an increasingly complex and competitive environment
  • A deeply held and unyielding belief in the overarching mission of public education
  • Must be able to work some weekends and evenings
QUALIFICATIONS - PREFERRED:
  • Master’s Degree in a related field: Elementary, Secondary Education, Social Work
  • 5-7 years of related work experience 
  • 3-5 years in school or education environment
  • Experience managing programs with a focus on aspiring teacher development 
  • Familiarity with Boston and the Boston Public Schools
  • Experience managing a diverse team and providing support to mid-level professionals
  • Knowledge of K-12 curriculum planning and teacher competencies
  • Excellent project management and organizational skills with strong attention to detail
  • Experience in developing spreadsheets, graphs, and reports
