Environmental Protection Specialist I - Compliance and Reporting Unit Manager, Waste Reduction and Compliance Section (WRCS),

Under direct supervision of the Compliance and Reporting Unit Manager, Waste Reduction and Compliance Section (WRCS), in the Bureau of Land (BOL), assists higher level specialists with oversight and direction of the Nonhazardous Solid Waste Management (SWM), Landfill Capacity Annual Reports, and other routine reports related to non-hazardous waste; and with implementation of the state Special Waste Hauling and Potentially Infectious Medical Waste Hauling Permit programs. Serves as independent worker on routine problems related to landfill operator certifications, hazardous and non­hazardous annual reporting, hauling permits, and manifests. Conducts routine technical review of fees remitted to the Illinois EPA (IEPA) by landfills and other regulated entities to ensure compliance with applicable state law; conducts routine technical and scientific evaluation of fee exemptions requested by regulated entities. Assists in implementation of the State of Illinois' administration of waste manifest programs as required by state and federal law; maintains routine WRCS databases utilized to track manifest orders and shipments. Assists, advises and confers with trade and government associations: attends and participates in meetings and conference calls to share information, identify partnership opportunities, and plans for outreach activities. Travels in performance of duties.
 
 Minimum Requirements: Education and Experience: Requires the knowledge, skill and mental development equivalent to the completion of four years of college with coursework in the physical, life, or environmental sciences. Requires one year of professional experience in pollution abatement or a related field.
 
Knowledge. Skills. and Abilities: Requires working knowledge of modern inspectional and investigative techniques and procedures. Requires working knowledge of modern environmental control systems, facilities, techniques and procedures. Requires working knowledge of state laws, rules and regulations as pertaining to environmental protection or pollution abatement. Requires ability to prepare comprehensive, technical and scientific reports of field investigations and/or inspections. Requires ability to analyze and interpret the scientific data of plans for facilities, installations and equipment. Requires ability to establish and maintain working relationships with municipal officials, facility operators and owners, plant managers, or their representatives. Requires ability to interpret pertinent state laws, rules, regulations, policies or procedures of the agency to individuals and municipal bodies.
 
Specific Job Requirements: Requires the ability to utilize a personal computer with knowledge of Microsoft Word, Access, and Excel software. Requires the ability to travel and a valid driver's license.

 Work Hours & Location/Agency Contact: Anticipated Starting Salary - $44,064/year
