Human Resources Analyst

Performs intermediate administrative work performing a variety of human resources functions, and related work as apparent or assigned. Work is performed under the moderate supervision of the Human Resources Director.

Position Responsibilities
  • Facilitates and operates the hiring and recruitment system to recruit, select, and retain the best employees and ensure compliance with fair hiring practices.
  • Conducts computerized payroll maintenance activities and record keeping processes to ensure up-to-date and accurate information for payroll and compensation purposes.
  • Administers employee benefits programs to comply with local policy, state and federal law (FMLA, COBRA, FLSA, etc.)
  • Assists in the facilitation of new employee orientations, exit interviews, retirement planning, Employee Assistance Program (EAP), Annual Health Risk Assessment and Annual Open Enrollment.
  • Facilitates compliance with the County's Performance Appraisal program and maintains database on all employees of when appraisals are due for current year.
  • Processes requests from and provides correspondence to employees.
  • Provides service and assistance to citizens and interested job applicants regarding job opportunities.
  • Creates and maintains legally required employee personnel records.
  • Conducts various research through HR listserv, School of Government, Internet, etc. and compiles information into reports and spreadsheets.
  • Assists with the annual budget process in creating budget reports.
  • Participates in local job fairs and recruitment events as requested.
  • Performs assigned functions as a Disaster Ready Team (DRT) member, if appointed or volunteers.
  • Other duties as assigned.
Qualifications
General knowledge of human resources programs, policies, and legal requirements; ability to prepare and maintain detailed and technical records; ability to research, collect and organize data; ability to apply established policies, practices and procedures; skilled in the use of standard office equipment including a personal computer and knowledge of applicable software packages; ability to establish and maintain effective working relationships with associates and employees of other departments. Ability to work as a functional, efficient and effective team member.
Education, Experience, and Special Requirements
Bachelor's degree with coursework in human resources, business, public administration, or related field and moderate experience in personnel and human resources, or equivalent combination of education and experience.
  • Must obtain Professional in Human Resources (PHR) or Society of Human Resources Management Certified Professional (SHRM-CP) certification within two years of hire.
  • Notary Public certification preferred.
  • Valid Driver's License

Salary will be determined based on qualifications, internal equity, budget, and market considerations.
