Agency Controller II

The Arkansas Department of Human Services (DHS) is the state's largest agency with 7,000 employees working in 86 county offices serving more than one million people. Employees work in 10 major divisions and five support offices to provide services to Arkansas citizens. DHS is currently seeking to fill the position of Agency Controller II in Little Rock, Arkansas.

Responsibilities:
The Agency Controller II is responsible for the production of the agency’s financial statements that will become part of the Comprehensive Annual Financial Report (CAFR) for the State of Arkansas. This position is governed by state and federal laws, Generally Accepted Accounting Principles (GAAP), and agency policy.

Knowledge, Abilities, and Skills:
Knowledge of Generally Accepted Accounting Principles and Practices. Knowledge of state fiscal and budgetary laws, policies, and procedures. Knowledge of supervisory practices and procedures. Ability to plan, organize, and direct the work of lower-level supervisors and/or subordinates. Ability to analyze data and situations, project outcomes, and resolve complex problems. Ability to evaluate the operation of the accounting systems and recommend modifications. Ability to interpret and apply laws and regulations. Ability to write proposals, justifications, and policies.

Minimum Qualifications:
The formal education equivalent of a bachelor’s degree in accounting; plus five years of professional accounting experience involving the production of financial statements, including two years in a professional managerial capacity.

Special Work Condition/Preferred Qualifications:
10 years experience in State Agency Accounting.
10 years experience in AASIS/SAP software.
10 years experience with Microsoft Office (Excel, Word, etc.).
5 years supervisor experience.
2 years experience with the Comprehensive Annual Financial Report (CAFR).

Certificates, Licenses, Registrations:
Must be certified as a Certified Public Accountant by the State Board of Public Accountancy in accordance with ACA 17-12-301. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management.

Salary/Benefits:
This position provides a competitive starting salary from $70,862.00 - $112,900.00 depending on qualifications, and excellent benefits including group health and life insurance, state retirement plan, and a tax deferred compensation plan, holidays and annual leave time off.
