Duties

Summary

OIG is organized into three line elements: the Offices of Investigations, Audits and Evaluations, and Healthcare Inspections; along with the Office of Contract Review, the Office of Management and Administration and the Office of Special Reviews. In addition to the Washington, DC, headquarters, OIG has offices located in more than 30 cities throughout the country.

Responsibilities

The Management Analyst, located in the Office of Audits & Evaluations (OAE), Management Operations Division. The Division provides OAE management with a wide range of operational support functions and provides staff in all OAE divisions with management, technical, and administrative support.

The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

- Identify the staff's training needs, develop and provide technical support, and coordinate with OAE staff to ensure training needs are met, including core competencies.
- Review training information in the OIG's management information system, to ensure that OAE professional staff meet the continuing professional education hours required by the General Accounting Office (GAO).
- Coordinate with OIG's Chief Information Officer (CIO) and CIO staff, provide assistance to OAE staff for MIS issues, including "trouble-shooting" for problem areas, developing new reports, modifying formats, and other areas as needed.
- Identify, review, and monitor equipment requirements. Coordinate with users in OAE divisions regarding computer and software needs, and identify any changes in missions and systems.
- Provide oversight for OAE travel, supplies, training, and award budgets. Monitor OAE expenditures, using MIS and other data, to ensure amounts do not exceed assigned allotments without justification and authorization by OAE top management.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized experience: For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: 
- Analyzing and evaluating agency program effectiveness;
- Developing and recommending operational process improvements; AND
- Developing cost benefit analysis or conducting economic evaluations.
Specialized experience: For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes: 
- Reviewing and analyzing agency programs;
- Managing and/or preparing operational reports; AND
- Recommending operational process improvements;

OR

EDUCATION: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. Attach a copy of transcript or list of college courses designating semester or quarter hours earned to ensure proper credit.

OR

You may qualify by a combination of experience and education. Only graduate level education in excess of the first 36 semester hours may be combined with experience. Credit will be given for partial experience so long as specialized experience and or required education or training meet or exceed the minimum level required for the position. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
