The Texas Workforce Commission is seeking an IT Leader to provide guidance and direction overseeing the activities and teams responsible for the development and maintenance of the Unemployment Benefits, Tax and Appeals systems. This position is with Information Technology (IT) Applications Development and Maintenance (ADM) Department, located at 1411 Brazos Street, Austin, TX.

 The Manager IV-V performs advanced (senior-level) to highly-advanced managerial work administering the daily operations and activities of an agency’s business function, division, or department. Work involves establishing goals and objectives; developing guidelines, procedures, policies, rules, and regulations; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating business function, division, or department activities; developing and evaluating budget requests; and monitoring budget expenditures. Plans, assigns, and supervises the work of others. Works under limited to minimal supervision, with considerable to extensive latitude for the use of initiative and independent judgment.

 GENERAL DUTIES:

-May serve as backup to the Deputy CIO, other IT Directors, or Managers. 

-Ensure adequate staffing for AD&M to provide optimum services to TWC programs and to sustain operations.

-Communicate job requirements to employees and evaluate their performance.

-Develop employee skills and build depth of expertise to position unit for technology changes and staff turnover. 

-Monitor and control Unit’s functions to optimize efficiency and effectiveness.

-Develop and maintain unit Work in Process (WIP) boards and provide input to departmental dashboards. 

-Ensure compliance with all Federal, State, and agency laws, rules, policies, and procedures including IT Handbook and Standard Operating Procedures (SOPs) that govern TWC IT.

-Contribute to teamwork and communicate effectively.

-Promote an image of IT excellence.

-Performs other duties as assigned to maintain IT operations.

 PREFERRED QUALIFICATIONS:

-Bachelor's degree related to Information Systems and 6 years IT experience in progressive growth, management and leadership responsible positions.

-Experience developing and implementing goals for IT teams.

-Experience with IT budgets, purchasing, and contracts.

-Demonstrate knowledge of industry trends, standards, best practices and tools.

-Demonstrate logical approach to problem determination; detect and determine root causes for recurring and complex issues.

-Strong competencies in planning, project management, leadership and organization.

-Skill in communicating technical information to a non-technical audience.

-Produce and present clear, concise and professional communications and presentations.

MINIMUM QUALIFICATIONS:

-Manager IV: Graduation from an accredited four-year college or university plus five years of full-time experience in the development, implementation, or interpretation of policies and procedures in a public or private agency, one year of which must have been in an administrative management or supervisory capacity.

-Manager V: Graduation from an accredited four-year college or university plus five years of full-time experience in the development, implementation, or interpretation of policies and procedures in a public or private agency, two years of which must have been in an administrative management or supervisory capacity.

-Manager IV and V: Twelve semester hours of graduate study from an accredited college or university may be substituted for each year of the required qualifying experience. A doctorate degree from an accredited college or university may be substituted for three years of the required qualifying experience. One additional year of full-time qualifying experience may be substituted for each year (30 semester hours) of the required college.

 The salary range for this position is $7,500 - $9,400 per month, depending on qualifications.  May be called upon to work outside of normal business hours to sustain operations or complete urgent assignments.

Maintains a reliable, predictable work schedule. 

 Duty requires up to 10% travel (within the state of Texas) and the ability to lift 5 pounds.
