Location: Albuquerque, New Mexico & Las Cruces, Nex Mexico

Salary Range: $50,769 to $81,283 per year

Work Schedule: Full-time

Duties:
The Budget Analyst participates in long and short-range financial planning, budgetary authorizations and financial management system requirements. Develops detailed analyses for annual funding needs, formulates budget estimates and interprets project data for assigned organizations. Provides budgetary guidance to local managers, supervisors and lower level personnel. Executes budget activities and operations for assigned organizations. Reviews and executes Planning Target Allocations (PTA) and Annual Work Plan (AWP) allocations.  Monitors and tracks expenditures and reviews financial systems for proper funding. Prepares financial reports to the National Operations Center, State and Washington Offices. Analyzes and reviews annual and multi-year performance for the organization. Develops and conducts training programs for staff. Participates in special analytical studies in support of organizational and management needs. Serves as system/process administrator for various automated financial or budget systems. The Budget Analyst must have a comprehensive and detailed knowledge of all phases of the Federal budget process.

Qualifications:
Specialized Experience for the GS-09 is described as:  One year of specialized experience equivalent to at least the GS-07 level performing analytical, technical and administrative work for the budgetary process for a large organization including responsibility for budget formulation, justification, presentation, enactment and execution, briefing senior level management on budget related issues OR Master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D. if related.

Specialized Experience for the GS-11 is described as: One year of specialized experience equivalent to at least the GS-­09 level performing analysis and evaluates effects of changes in program plans and funding on budget, consolidate annual and multi-year budget estimates, execute budget with many different sources and types of funding. OR Ph.D or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related
-OR- Combination of Education and Experience: Total qualifying education as described above and experience as listed above are combined together and when combined must total to equal at least 100 percent to qualify. Only graduate level education may be combined with experience.
