The Toxics Cleanup Program (TCP) is looking to fill a Cleanup Project Manager (Hydrogeologist 4) position. The position will be located in our Central Regional Office (CRO) in Union Gap, WA.
The Cleanup Project Manager position will serve as the technical lead for remediation projects within the Toxics Cleanup Program in the Central Regional Office. They will represent Ecology and the program as a registered licensed hydrogeologist and provide important input for final cleanup decisions. This position will have a portfolio of contaminated sites, where they will direct and manage investigations, assessments, feasibility studies, design activities, and corrective action at within the Central Region to ensure compliance with our state cleanup law.

Duties
The Toxics Cleanup Program (TCP) works to clean up accidental spills of dangerous materials and past contamination of land and water.
Some of the key work activities of the Cleanup Project Manager position are:
- Serves as the senior hydrogeologist for the CRO cleanup section - Plan, coordinate, and direct hydrogeologic analyses on cleanup projects.
- Provides comprehensive hydrogeologic review of contaminated sites to ensure conformance with applicable statutes, guidelines and policy. Interprets and analyzes hydrogeological data and information obtained during site checks, site assessments, and investigations.
- Pursues the cleanup of contaminated sites through the implementation of the applicable statutes, administrative codes and agency guidance and policy.
- Negotiates and drafts (independently or as part of a team) administrative orders and consent decrees outlining methods for preparing and conducting remedial investigation, feasibility studies and cleanup actions.
- Reviews and comments on technical reports and proposals submitted to the agency for feasibility and compliance with consent decrees, orders, and applicable statutes, codes guidelines and policy.
- Conducts field investigations and oversees other site activities to assure compliance with Consent Decrees or other agency requirements.
- Prepares letters, memos, technical reports, and bulletins.
Qualifications
Required Qualifications:
A Bachelor's degree involving a major study in hydrogeology, hydrology, geology, or closely allied field
AND
Five (5) years of professional experience as a hydrogeologist, hydrologist, geologist, or closely allied profession at the Hydrogeologist 2 level, higher or equivalent.
Note: A Master's degree with a major study in hydrogeology, hydrology, geology, or closely allied field will substitute for two (2) years of experience. And a Ph.D. degree will substitute for three (3) years of experience if major research was in hydrogeology, hydrology, geology, or closely allied field.
The experience at the Hydrogeologist 2 level can include a combination of the following: (1) Provides professional hydrogeologic review and analysis of water quality and water quantity problems. (2) Provides technical hydrogeologic assistance to other sections or programs in the department. (3) Measures streamflow. (4) Estimates low streamflow, flood magnitude and frequency analysis. (5) Conducts drought and watershed yield analysis. (6) Locates and maps contaminant migration in ground water, unsaturated zone and surface water. (7) Determines hydrogeologic characteristics of drainage basins, aquifers, and waste sites. (8) Performs field duties on pump tests, slug tests, aquifer tests, and tracer studies to determine hydrogeologic characteristics such as potentiometric surface, seasonal water level variability, hydraulic conductivity, storage coefficient, dispersivity, velocity and direction of ground water flow, and well interference. (9) Analyzes project data, interprets results and reports conclusions. (10) Oversees and approves various phases of project development and implementation. (11) Provides project leadership of technicians and hydrogeologic staff on field projects. (12) Provides professional implementation and enforcement of state laws and regulations. (13) Responds to inquiries from public officials and private interests. (14) Assists in drafting and administering contracts for detailed hydrogeologic investigations and well construction. (15) Assists in drilling and administering contracts for detailed hydrogeologic investigations and well construction (16) Prepares technical reports and memoranda.
Desired Qualifications:
- Three (3) years of experience implementing or working with the Model Toxics Control Act.
Special Requirements/Conditions of Employment:
- Must possess and maintain a valid driver's license.
- Must be Licensed as a Hydrogeologist within the State of Washington or must be able to obtain licensure within the first six months of employment.
