Payroll Specialist

Performs difficult technical work processing payroll, preparing reports, reconciling accounts, maintaining records and accounts, verifying accuracy of transactions and entries, preparing invoices; is able to perform a variety of accounting tasks, as necessary; does related work as required. Work is performed under regular supervision of the Senior Accountant.

Schedule: This position works Monday through Friday from 8:00am to 5:00pm but some after-hours and weekend work is required.

Position Responsibilities:
Preparing and processing payroll and preparing and maintaining financial and payroll records and reports.

  • Prepares, reconciles, and processes bi-weekly payroll for all County employees.
  • Transmits benefit files, payroll positive pay file, and direct deposit information to bank and benefit vendors.
  • Set up and maintain vendor files and prepare annual 1099s.
  • Prepares and files payments and reports as required by Federal, state, and local requirements; maintains files.
  • Prepares journal entries; reconciles general ledger accounts associated with payroll and initiate payments for monthly bills
  • Assists in the preparation of annual audit reports.
  • Analyzes and processes W-2's, along with transmitting W-2 files to SS Administration and NC Dept of Revenue
  • Responds to questions and resolves complaints.
  • Performs assigned functions as a Disaster Ready Team (DRT) member, if appointed or volunteer
  • Performs related tasks as required

Qualifications:
Thorough knowledge of the principals and practices of accounting as applied to county government; thorough knowledge of payroll processing, modern office practices and use of standard office and accounting equipment; ability to prepare complex financial reports, ability to analyze and evaluate complex financial systems; ability to communicate technical ideas both orally and in writing; ability to establish and maintain effective working relationships with associates; ability to operate standard office equipment and standard office productivity software.

Education and Experience
Bachelor's degree with coursework in accounting, payroll, or related field and moderate experience in governmental accounting, or equivalent combination of education and experience.
