Civil Engineer (Transportation Planning)

The Volpe Center seeks a Civil Engineer to serve as a member of a team that develops and advances transportation-planning projects and programs at the international, national, state, and local levels, through analysis, research, evaluation and oversight work, and communications. You will work with several teams contributing to major projects, and lead other smaller projects. This entry-level position has a non-competitive career ladder promotion potential to the GS-12.
PAY:
GS-9 $55,909 - $72,683 (Promotion potential to the GS-12 $81,077-$105,400).

The ideal candidate for this position is an engineer interested in learning how to develop, monitor, evaluate and improve the design, budget, and schedule for transportation-planning and related projects. You will be providing technical assistance on projects from initial scoping through implementation. This role requires superb analytical, communication, and problem-solving skills and you must able to excel in an entrepreneurial, fast–paced environment. Transcripts are required and if you are invited to interview you may be asked to submit writing samples prior to your interview. Flexibility, creativity, curiosity, ability to work independently, and interest in taking initiative are highly valued in our team and client-focused environment. 

DUTIES:
• Use current analytical techniques and platforms to review and evaluate transportation data, data collection, data interpretation, analysis, and visualization.
• Assist with conducting studies of effective practices in areas such as transportation system engineering, planning, safety, congestion and asset management.
• Prepare presentations, visual aids, promotional materials, and technical reports to illustrate and explain methods used, technical facts, significance and conclusions.
• Acquire and apply project management skills to monitor the budget and schedule for assigned projects from initial scoping through implementation.
• Communicate effectively, verbally and in writing, with Volpe staff, co-workers, sponsors, clients, and various other parties during outreach events (workshops, conferences, expert roundtables, and peer exchanges).

MANDATORY SERIES EDUCATION REQUIREMENTS: 
1)    Successful completion of a professional engineering degree at an accredited university or college. 
OR
2)    Have a combination of college level education or training AND technical experience that has furnished you with (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
A)    Professional registration as an engineer.
B)    Written Test and BET degree: Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico; AND have completed all the requirements for an ABET-accredited Bachelor’s in Engineering Technology program.
C)    Successful documented completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences as described by OPM.
D)    Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field and at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.

QUALIFICATIONS
To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet either the education or specialized experience requirements.
To qualify on Experience, you must have:
• At least one year of equal or equivalent experience providing input for engineering reports and presentations.
• At least one year of equal or equivalent experience in presenting on and discussing engineering matters with contacts at events such as workshops, meetings, conferences, expert roundtables, or peer exchanges.
To qualify on Education, you must have:
2 years of progressively higher level graduate education leading to a master's degree OR master's or equivalent graduate degree.
