Under policy direction of the San Francisco Health Network’s (SFHN) Director of Ambulatory Care, the 0942 Manager VII - Director of Primary Care directs fourteen (14) SFHN Primary Care health centers and associated programs; supervises an executive team of ten (10) people and provides oversight for a large central staff; and manages the work of care teams in all of the clinics, quality programs, budget, and all aspects of clinical operations.  

ESSENTIAL DUTIES:

The 0942 Manager VII - Director of Primary Care performs the following essential job functions:
  • Plans, directs, oversees, and resources the DPH Primary Care health centers;
  • Develops, designs and implements, and coordinates and evaluates clinic programs and services, including operational data and metrics;
  • Supervises the work of the central Primary Care Leadership Team;
  • Determines resource levels and allocation prioritization to optimize primary care budgets;
  • Manages non-Primary Care programs within Primary Care, including Dental Services and Human Immunodeficiency Virus (HIV) Health Services; and
  • Represents Primary Care in SFHN executive leadership to ensure collaboration and coordination across departments.  
The 0942 Manager VII - Director of Primary Care performs other related duties as assigned.  

Compensation and Benefits:  
The normal annual salary range is $160,602 - $204,958. Appointment above the maximum of the normal range may be considered based on documented and substantiated recruitment and retention issues or exceptional skills. A special approval process is necessary for appointment above the normal salary range.  

In addition to a competitive salary, the City and County of San Francisco offers flexible benefit plans with pre-tax elections which include: medical and dental insurance; retirement plan; deferred compensation plan; Social Security; long-term disability plan; life insurance; management training program; eleven (11) paid holidays annually; five (5) floating holidays; depending on years of service, ten (10), fifteen (15), or twenty (20) vacation days annually; and may earn up to 100 hours paid administrative leave annually.



Minimum Qualifications: (MUST MEET TO BE CONSIDERED)


  1. Possession of a Bachelor’s degree from an accredited college or university AND six (6) years of experience (equivalent to 12,000 hours) managing a health care entity of which all must include supervising professionals; OR
  2. Possession of a Master’s degree (or higher) from an accredited college or university AND five (5) years of experience (equivalent to 10,000 hours) managing a health care entity of which all must include supervising professionals.

Desirable Qualifications:

The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.
  • Possession of an undergraduate or graduate degree in Public Health, Public Administration, or a related field
  • Experience using principles, practices and techniques of program planning, development and evaluation as applied to health care setting in a multicultural environment serving primary care patients
  • Experience using principles, practices and techniques of budgeting and health care reimbursement system, especially in capitation financing model
  • Knowledge of principles, practices and techniques to ensure compliance with State and Federal regulations
  • Experience using principles, practices and techniques of Primary Care workforce development, labor practices, and employee relations
  • Experience in building, leading, and managing successful project teams and working in a multidisciplinary environment
  • At least two (2) years of experience working with an electronic medical record
