Compliance Enforcement Specialist - Program Specialist 3

The Washington State Department of Transportation (WSDOT) is seeking a talented individual to work in the Office of Equal Opportunity (OEO) as a Compliance Enforcement Specialist – Program Specialist 3 in South Seattle, WA.
 
The competitive candidate for this position will have knowledge and experience with program compliance, monitoring, and enforcement of the Civil Rights Act of 1964 and/or other Federal Acts. The incumbent will also be passionate about making a difference for the citizens of the state of Washington, as this position will champion diversity and equity in employment, the awarding of contracts, and with DBE contractors (Disadvantaged Business Enterprise). This position will perform the following work:
  • Assist with monitoring and compliance activities in coordination and support of the external civil rights programs.
  • Be responsible for implementation of various elements of WSDOT's civil rights program programs, including but not limited to the State Minority & Women's Business Enterprise (M/WBE); Small Business Enterprise (SBE); and Veterans Business Enterprise (VBE); Disadvantaged Business Enterprises (DBE); Disadvantaged Business Enterprise Support Services (DBE/SS); Minority, Small, Veteran, and Women's Business Enterprise Program (MSVWBE); Mentor Protégé Program; Small Business Enterprises (SBE); Office of Minority and Women's Business Enterprises (OMWBE); On-the-Job Training Support Services (OJT/SS), American with Disabilities Act (ADA); Equal Employment Opportunity Contract Compliance (EEO CC); Tribal Employment Rights Ordinance (TERO); Title VI, Limited English Proficiency (LEP); Pre-Apprenticeship Support Services (PASS), Environmental Justice (EJ).
  • Assist with the federal DBE program and other civil rights programs on USDOT assisted contracts and procurements in accordance with the appropriate Code of Federal Regulations (CFR), including individual federally assisted project goal setting, good faith effort reviews, and project clearing. This may include compliance and monitoring of such issues as prompt payment, mediation of disputes regarding compliance with DBE requirements and local agencies and contractors.
  • Creates DBE/MBE/WBE/SBE/VBE reports
  • Responsible for the entering and general maintenance of contracts within the electronic diversity management software system, powered by B2Gnow.
  • Assist with developing and implementing policies and procedures in streamlining business processes, and standards for program operations.
  • Assist with desk audits and on-site reviews, investigations, and development and implementation of recommendations or corrective action.
  • Work in concert with DBE managers, monitor DBE and MWBE contract performance activities.
  • Assist with community relations and outreach between diverse groups on all aspects of the DBE program by maintaining a working relationship with special interest groups, stakeholders, and public and private organizations.
 
An ideal candidate for this position will have:
  • A Bachelor's Degree is required.
  • A Master's Degree or Juris Doctorate is preferred.
  • Two years of professional experience in business development, grant process management and contract management or related field is required.
  • Exceptional communication skills, both written and verbal.
  • Experience working with diverse, multicultural and multiethnic communities.
  • Ability to manage large databases with a strict attention to detail.
  • Ability to work efficiently to meet deadlines in a timely fashion.
  • Knowledge of Federal laws and guidelines, such as Equal Employment Opportunity, Contract Compliance, Civil Rights Act of 1964, applicable Codes of Federal Compliance (CFR), and other legislation that impact WSDOT.
  • Ability to collaborate efforts across large groups and build consensus.
  • Ability to travel frequently with varied working business hours. Travel may include air, ferry, or automobile. On-site visits generally take place in an office setting.
  • Valid driver's license.
