Application Developer (IT Specialist 4)

The Department of Ecology's Information Technology Services Office (ITSO) is currently looking for an IT professional to join our team as an Application Developer (IT Specialist 4). This position will be located in our Headquarters Building in Lacey, WA. The purpose of this position is to work with key partners to deliver tested and reusable code in a quickly changing environment, Identify business needs and support agency goals by adapting solutions to meet them, find simple solutions to complex business processes integrating best of breed tools, drive and code solutions using creative solutions, work with leadership and others to find the right solutions.

Duties

Agency Mission: Ecology's mission is to protect, preserve and enhance Washington's environment and to promote the wise management of our air, land and water for the benefit of current and future generations. 
 
Program Mission: The Information Technology Services Office (ITSO) is the central provider of strategic and tactical support for the use of Information Technology (IT) within Ecology. The mission of ITSO is to create and support useful technology services that adapt for the future and support Ecology's mission.
 
Section Mission: The Infrastructure and Operations (INO) section is focused on the planning, design, development, implementation, and maintenance of Ecology's agency-wide technology platforms that all applications and services operate on. This section provides services to all staff in the areas of desktop technical support, Help Desk, wired and wireless networking, Regional Information Technology Services (RITS) for field site technology support, servers, storage, managed print services, and unified communications support and services. This position provides application development support for Ecology's content management systems and custom software infrastructure investments.   

Essential Functions:
·        Support and develop front-end features and web pages for the agency's website hosted in the Kentico CMS solution. This includes JavaScript, HTML5, .Net and proprietary scripting technologies.
·        Design and implement technical solutions for content management that supports Ecology's Communications Unit with their strategies and goals.
·        Optimize applications for maximum speed and scalability.
·        Provide development and administrative support for a variety of web based platforms used throughout the agency.
·        Collaborate with other team members and stakeholders, communicate frequently and clearly, present conceptual ideas and advocate on behalf of users.
·        Performs other related duties as assigned.
Skills Needed:
·        Proficient in front-end programming using HTML5, CSS3, JavaScript.
·        Strong understanding of C#, ASP.NET MVC, Web APIs, and object-oriented programming.
·        Strong knowledge of mobile compatibility and cross-browser issues.
·        General experience working with web content management solutions.
·        Proficient with accessibility standards and practices.




Qualifications


An Associate's degree or higher in Computer Science; Information Technology

OR

Completion of a two (2) year accredited vocational training program in information technology or related program

AND

Two (2) years of recent professional experience in computer application development and maintenance of small to medium scale web-based applications. 

A Bachelor's degree in Information Technology, Computer Science, or related field may substitute for all of the above except one (1) year of the required experience.

OR

Four (4) years of professional experience in computer application development and maintenance. Experience includes but is not limited to: independently analyzing, designing, implementing, maintaining and/or programming small to medium scale web-based applications.
