Our Administrative Services Program is looking to fill a Facilities Planner 2 position. The position will be located in our Headquarters Building in Lacey, WA.

The Facilities Planner 2 position coordinates, directs and reviews the development of designs and specifications for implementing and managing renovations on existing facilities in addition to new facilities and related projects state-wide. Manages multiple facilities construction and maintenance contracts including the development of contract specifications and related bidding documents state-wide. Performs project management duties during construction and renovation activities and participates in the planning, scheduling, and cost control of the project from conception to completion. Assists with monitoring and managing performance requirements of all agency properties assigned to the Section, and may at times receive authority to act and/or perform as a lead worker on a project-by-project or facility-by-facility basis.

Duties

The Administrative Services Program's mission is to provide quality customer service and asset management to meet the agency's current and future needs, manages the agency's financial resources and supports agency planning so that environmental goals and strategic priorities are met.
Some of the key work activities of the Facilities Planner 2 position include:
·        Performs a wide range of Facility Planner/Project and Contract Manager functions on complex building maintenance, construction and renovation projects including defining the project parameters, specifications, developing the project plan and schedule, estimating project costs, establishing project control, and maintaining leadership of projects and maintenance activities at agency facilities.
·        Performs construction administration duties for all sequential and concurrent stages of agency projects. Provides coordination and direction required to assure compliance with contractual requirements and conditions from bid phase through construction and warranty phases; informs agency management in matters requiring compliance with state policy and statutes; performs contract document reviews and construction inspection to ensure conformance with contract documents.  
·        Inspects construction projects during and after construction for compliance with plans and specifications, quality of materials and workmanship, adherence to state and local codes and ordinances; coordinates agency staff relocations during multiple project stages to ensure efficiency and adherence to the predetermined project schedule.
·        Maintains close liaison with the Department of Enterprise Services and other external governmental organizations and private sector entities to properly coordinate all activities in the necessary care of agency properties.  
·        Drafts plans and specifications as may be required for the proper care of agency facilities.

Qualifications

Required Qualifications:
A Bachelor's degree involving a major study in business or public administration, engineering, architecture, planning or closely allied field.
 
AND
 
A minimum of three (3) years of experience in governmental facilities planning, office/property management work or in related fields in private industry which would afford familiarity with large scale facilities development and utilization as found at the state level.
Additional qualifying experience may be substituted, year for year, for education.
OR
Equivalent education/experience.
Desired Qualifications:
Certification / credentials as a Leadership in Energy and Environmental Design professional (LEED) would be a beneficial attribute for the candidate.
