Washington State Department of Transportation (WSDOT) Accounting and Financial Services (AFS) Division has an opportunity for an experienced financial professional to fill the vacancy of a Fiscal Analyst 4 in Olympia, WA. 
 
This position is located in the headquarters' (HQ) Accounting and Financial Services (AFS) division and supervises a team of fiscal staff responsible for paying vendors/contractors and receipting cash. The incumbent will plan, organize and supervise the day-to-day operations of the cash receipting portion of the Payments and Receipts team. This includes the selection, assignment, training and evaluation of direct employees. It also includes developing methods, procedures and internal controls supporting the financial integrity of the cash receipt accounting processes. This position will perform the following work:
  • Effectively supervise staff, monitor performance and give guidance and meaningful feedback
  • Train team members and internal/external customers
  • Attend work during regularly scheduled hours at assigned work site
  • Comprehend and understand complex accounting information produced by various automated systems, including but not limited to: TRAINS, CAPS (Contract Administration and Payment System), and PCMS
  • Analyze and review cash receipts, payment vouchers, journal vouchers and purchase card transactions
  • Analyze accounting data in accordance with GAAP, identify discrepancies, research transactions, and develop corrective action if necessary
  • Interpret rules, regulations, policies, procedures and directives that govern payments and receipts
  • Work in a team environment with other Payments and Receipts team members and regional staff
  • Develop and produce reports, spreadsheets, instructions, procedures, memoranda, etc., using a diversity of computer software (Access, Excel, Visio, Word, Power Point, etc.)
  • Extract financial data using various sources such as Enterprise Reporting and WSDOT Financial Data Mart
  • Effectively communicate verbally and in writing, information about accounting procedures to internal and external customers to include staff in the unit and executive management
 
An ideal candidate for this position will have:
  • Bachelor's Degree in accounting to include 18 quarter or 12 semester hours in accounting, auditing or budgeting
  • Five years of professional relevant accounting experience. Professional experience may substitute for education but not credit hours
  • Operate within mainframe computer systems, similar to TRAINS
  • Experience with Sales/Use tax reporting to Department of Revenue
  • Reconciling multiple reports and/or electronic systems. For example, WSDOT TRAINS, CAPS, PCMS and Data Mart systems
  • Knowledge of Generally Accepted Accounting Principles (GAAP)
  • Knowledge of purchasing and travel Regulations
  • Knowledge of Department financial policies and procedures
  • Communicate effectively both oral and written with a large internal and external customer base
  • Supervise and train multiple subordinates
  • Demonstrate ability to work with very little supervision and make independent decisions within scope of duties, while meeting necessary deadlines established
  • Research applicable state laws, policies and procedures related to areas of responsibility
  • Perform work in accordance with GAAP and department/statewide policies and procedures
  • Intermediate functions of Microsoft software programs (including Word, Excel, Access, PowerPoint etc.)
  • Must be willing to work Monday - Friday 8am - 5pm
